BY-COVID

The mission of BY-COVID is to mobilise open data, enable linkage and access to data through the European COVID-19 Data Portal, and use this data to support a comprehensive response to the threat of SARS-CoV-2 variants.

The main objective of the project is to ensure that data on SARS-CoV-2 and other infectious diseases can be located and used.

The project, led by ELIXIR, has 53 partners from 20 European countries. BY-COVID will run for three years and is part of the European Commission’s HERA incubator scheme “Anticipating the threat of COVID-19 variants together”.

The Aragon Institute of Health Sciences (IACS) participates in the project by leading a work package on finding solutions to address research questions that arise during pandemics. In addition, IACS will actively participate in another work package on heterogeneous data access to process data from COVID-19 and future pandemics. Web: https://by-covid.org/

Towards the European Health DAta Space Joint Action- TEHDAS

European Union’s Health Programme (2014-2020)

Coordinator: Suomen itsenäisyyden juhlarahasto (Sitra)

Period: 30 month (begining: 01/02/2021)

The Joint Action helps Member States and the Commission to develop an ecosystem in which health data is shared more freely, boosting citizens’ well-being, the public health system, disease treatment, research and innovation activities in Europe.

IACS is leading WP6 “Excellence in data quality”, led by Enrique Bernal-Delgado.

WP6 will be providing solutions for the trustworthy secondary use of health and health care data with a view to fostering the digital transformation of the European health systems.

IACS is also leading WP7 “Connecting the dots”, led by Juan González García.

This work package will detail the technical options to provide an effective secondary use of health data through the EHDS. In this way, these solutions represent the technical interoperability elements of the EHDS, according to the European Interoperability Framework. Web: https://tehdas.eu/

Health Research & Innovation Cloud – HealthyCloud

European Comission

Coordinator: Instituto Aragonés de Ciencias de la Salud (IACS)

PI: Juan González-García

Period: 30 month (beginning: 01/03/2021)

HealthyCloud has been organized around four fundamental objectives that cover 1) interactions with stakeholders to ensure their voices are included as part of the Strategic Agenda; 2) the inclusion of Ethical, Legal and Societal aspects in the design of the future HRIC ecosystem; 3) the sustainable access, use and re-use of health-related data considering a progressive adoption of the FAIR principles; and 4) the technological solutions in terms of computational facilities and mechanisms to enable distributed health data analysis across Europe.

The ultimate goal is to propose an ecosystem that builds and reinforces the trust of patients and citizens in the use of their health data for research.

HealthyCloud is a 30-month project that brings together 21 organizations with broad and yet complementary
expertise, including 5 Research Infrastructures (ELIXIR, ECRIN, EATRIS, BBMRI and Euro-BioImaging) and 3 Joint
Actions (InfAct, iPAAC and eHAction) related to health research. Web: https://healthycloud.eu/

Population Health Information Research Infraestructure (PHIRI)

European Comission

Coordinator: Sciensano

Period: 36 months (beginning: 01/ 11/ 2020)

A structured European mechanism for COVID-19 exchange to organize and share information between countries is urgently needed, especially in the area of population health. Information on the broader impacts of COVID-19 on the health of populations is needed to facilitate multidisciplinary European research and underpin decision making.
PHIRI aims to facilitate and support open, interconnected, and data- driven research through the sharing of crosscountry COVID-19 population health information and exchange of best practices related to data collection, curation, processing, use and reuse following ELSI and FAIR principles. It has the objective: to provide a Health Information portal for COVID-19 with FAIR catalogues on health and health care data, to provide structured exchange between countries on COVID-19 best practices and expertise, and to promote interoperability and tackle health information inequalities.

IACS lead th WP7 “Building a federated research infrastructure for a rapid policy response”

As an overarching goal WP7 aims to create and validate a federated research infrastructure that overcomes data reuse
& data sharing hindrances for rapid policy relevant research response to the evolving pandemic. Web: https://www.phiri.eu/

CONCEPT: Efficiency and effectiveness of chronic care in the Spanish National Health System

Instituto de Salud Carlos III PI19/00154

PI: Enrique Bernal

Period: 3 years

CONCEPT-STROKE is part of CONCEPT, a coordinated research initiative integrating four vertical projects (i.e., four patients’ cohorts), a horizontal project on economic evaluation, and two cross-cutting tasks; under the umbrella of REDISSEC, the Spanish Research Network on Health Services Research and Chronic Conditions [www.redissec.com], funded by the Institute of Health Carlos III and the European Fund for Regional Development. CONCEPT aims at analysing chronic care effectiveness and efficiency in several cohorts using real-world data (RWD).

International Collaborative on Costs, Outcomes and Needs in Care (ICCONIC)

It is an international collaborative project, led by the Harvard T.H. Chan School of Public Health and has 13 other partners from North America, Europe and the Pacific. The Aragon Institute of Health Sciences participates in this project.

This collaboration started in 2018, builds on regional and national data, creating a supportive response by providing key policy insights on how to address rising costs and improve patient outcomes in different health systems.

ICCONIC hopes to develop a novel methodology to compare the cost, utilisation and outcomes of high-need, high-cost populations in different health systems. More information: hnhccomparisoncollaborative.wordpress.com/our-partners/

Year of beginning: 2014

Studying potentially avoidable hospitalisations (PAHs) has been adopted as a strategy for assessing the quality and the efficacy of the care given to patients with chronic conditions. The objective is to describe and map the different time-space evolution in the standardized rate and relative risk of PAHs, while attempting to establish the effect of the basic health areas (vs. healthcare area) on risk, as well as the effect of time-dependent events.
